Submit Proof of Tax Exemption

Organizational or business customers may be eligible for state sales tax exempt purchasing based on their state. Individual/Personal/Consumer accounts will pay state sales tax according to the shipping location of their order and applicable state laws.

If your order is shipping to a state with sales tax and no exemption is on file, tax will be applied to your order. Our Order Management team will attempt to contact you for proof of exemption prior to processing.

Check Your Exemption Status with EPS

Customers can see whether their account is tax exempt at the top of the MyAccount Overview at shop.epslearning.com. Accounts that are tax exempt will show a date that the exemption was applied to the account. Accounts that do not have an exemption on file will show a message that no tax exemption on file.

Submit Your Tax Exemption Certificate/Letter

Before sending your exemption letter, if your state requires that a vendor is named on the certificate, it must say EPS Operations, LLC. We cannot accept certificates listing anything other than our legal name (i.e., EPS Learning, EPS, Educators' Publishing Service, etc.)

Send a copy of your complete, unexpired official state exemption letter or certificate to taxexemption@epslearning.com.

Our tax team will confirm once your certificate has been entered on your account. Newly added exemptions may take up to 24 hours to synchronize with our tax calculation engine.

Required Exemption Documentation by State

EPS audit standards require that we only accept official state documentation. The list below indicates what documentation we can accept for each state.

Sales tax is calculated based on the shipping zip code of the order. If separate exemptions are required for county or local sales taxes you must provide proof of exemption for those jurisdictions as well.

  • Alabama: Public Schools: Letter on school/district letterhead OR a state-issued letter indicating they are statutorily exempt from paying sales tax. All Others: State-issued AL Form STE-1.

  • Alaska: None, organizations always pay state sales tax.

  • Arkansas: None, organizations always pay state sales tax.

  • California: None, organizations always pay state sales tax.

  • Colorado: State-issued Certificate of Exemption.

  • Connecticut: Public Schools: CT Form Cert-134. All Others: CT Form Cert-119.

  • Delaware: None, state does not have sales tax.

  • District of Columbia: District-issued Certificate of Exemption.

  • Florida: State-issued Certificate of Exemption with expiration no less than 90 from submission.

  • Georgia: Public Schools: GA Form ST-5. Private Schools: State-issued Letter of Authorization. All Others: None, churches, non-profits, and 501(c)3 organizations pay state sales tax.

  • Hawaii: None, organizations always pay state sales tax.

  • Idaho: ID Form ST-101.

  • Illinois: State-issued Certificate of Exemption.

  • Indiana: IN Form ST-105

  • Iowa: IA Form 31-104

  • Kansas: State-issued Certificate of Exemption.

  • Kentucky: KY Form 51A26

  • Louisiana: Public Schools: LA Form R-1056. All Others: None, private schools, churches, non-profits, and 501(c)3 organizations pay state sales tax.

  • Maine: State-issued Certificate of Exemption.

  • Maryland: State-issued Certificate of Exemption.

  • Massachusetts: Public Schools: MA Form ST-5. All Others: MA Form ST-5 AND MA Form ST-2

  • Michigan: MI Form 3372

  • Minnesota: MN Form ST3

  • Mississippi: State-issued Letter Ruling.

  • Missouri: State-issued Certificate of Exemption.

  • Montana: None, state does not have sales tax.

  • Nebraska: NE Form 13

  • Nevada: State-issued Exemption Letter.

  • New Hampshire: None, state does not have sales tax.

  • New Jersey: Public Schools: Letter on school/district letterhead OR a state-issued letter indicating they are statutorily exempt from paying sales tax. All Others: NJ Form ST-5

  • New Mexico: Non-Taxable Transaction Certificate NTTC Type 9

  • New York: Public Schools: Letter on school/district letterhead OR a state-issued letter indicating they are statutorily exempt from paying sales tax. All Others: NY Form ST-119.1

  • North Carolina: None, organizations always pay state sales tax.

  • North Dakota: State-issued Certificate of Exemption.

  • Ohio: OH Form STEC-B

  • Oklahoma: State-issued Tax Exemption Permit.

  • Oregon: None, state does not have sales tax.

  • Pennsylvania: PA Form REV-1220

  • Rhode Island: State-issued Certificate of Exemption.

  • South Carolina: None, organizations always pay state sales tax.

  • South Dakota: SD Form 2040

  • Tennessee: State-issued Certificate of Exemption.

  • Texas: TX Form 01-339

  • Utah: Public Schools: UT Form 271G. All Others: UT Form 271 (Only valid for orders over $1,000)

  • Vermont: VT Form S-3

  • Virginia: Public Schools: VA Form ST-12. All Others: State-issued Certificate of Exemption.

  • Washington: None, organizations always pay state sales tax.

  • West Virginia: WV Form F0003

  • Wisconsin: WI Form S-211

  • Wyoming: WY Form F0003
